Two different things are bought under one heading, and separating them is the first useful act. A wearable set is a type-certified article tied to a licensed factory — in India its certification is a manufacturer's factory-based licence requiring the licensee's own equipped laboratory, and mining approvals are model-specific, time-limited and renewable only by the manufacturer. A supplier that is not that manufacturer may lawfully procure, supply, install, commission, maintain and test certified sets; what it may not do is self-declare conformity or badge one as its own. The air supply that feeds them is ordinary engineering scope with its own national charging-plant standard — and its central discipline is that breathing air quality is a measured property of the delivered gas, never a consequence of compressor selection. Equipment of this class has been quoted across breathing-air supply, charging plant and respiratory set requirements; no delivered breathing-air installation is claimed — the class is engineered to order.

Overview

A compressor makes pressure. It does not make breathable air.

That distinction is the whole discipline, and it is why the purification train and the measurement regime matter more than the machine that drives them.

Start with the split. A breathing-air procurement usually contains two quite different objects. One is the wearable set, which is a type-certified article. In India that certification is a manufacturer's factory-based licence rather than a paper certificate: the licensee must maintain its own suitably equipped and staffed laboratory with a calibration plan, because no recognised external laboratory holds the test facility, so the complete test programme is executed inside the factory during the certifying visit. For mining apparatus, approval is model-specific, numbered, time-limited and renewable only by the manufacturer; it attaches to a named model, not to whoever supplies it.

What that does and does not mean. It does not mean a supplier who is not the manufacturer is shut out. Procuring, supplying, installing, commissioning, maintaining and testing certified sets is entirely legitimate and entirely routine. What is not legitimate is self-declaring conformity, applying an approval label, or presenting a set as one's own approved product. Neometrix does none of those things and says so on the record — a firm that is vague about this boundary is usually the one to worry about.

The other object is the installation, and that is engineering. India has a national standard for the charging plant itself, covering design, materials, fabrication, inspection and testing of packages that supply high-pressure breathing air and fill cylinders — working pressures up to 41.4 MPa, with delivery designed from 20 MPa upward. Its clause structure reads like a scope of supply: purification and dryers, high-pressure storage approved by the Statutory Authority, a pressure-reducing station and manifold with fine filtration, an instrument panel, inspection and testing, and optional items including a containment fill station and a cascade fill control panel piped for four storage banks.

Equipment of this class has been quoted across breathing-air supply, charging plant and respiratory set requirements. No delivered breathing-air installation is claimed: the class is engineered to order, and the record is stated as it stands.

Where these installations go wrong

Buying a compressor and calling it a breathing-air system. The purification train and the measured gas specification are the system; the compressor is the part that makes pressure. Specifying only a foreign standard — a European or American conformity mark evidences that an OEM type-certified its product, but says nothing about admissibility here, where national apparatus standards and their licensing regime, mining approval and the Statutory Authority govern. Treating storage as a tank, when high-pressure storage and filling sit under that authority and the arrangement has to be designed accordingly. No monitoring on an oil-lubricated machine — carbon monoxide is the failure that gives no warning, which is why dew-point control and a CO alarm belong in the specification rather than the options list. Sizing on cylinder count instead of the demand profile, so the plant copes with routine refilling and not with the callout it exists for. And expecting a supplier to certify a set it did not manufacture, which no supplier can lawfully do.

The corrective discipline is short. Establish the demand profile including its worst case, and size the package and the cascade against that. Specify the purification train explicitly, stage by stage, and treat media life as a maintenance obligation with a defined interval rather than an assumption. Require the delivered gas to be measured, on a stated schedule, against a numeric specification — the only evidence that the installation is doing its job. Design the storage, reducing and filling arrangement around the approvals that actually apply. And keep the boundary around the certified apparatus explicit in the contract, so nobody is later asked to sign something they cannot.

Q · 01 Does Neometrix manufacture breathing apparatus?
No, and the reason is worth understanding because it shapes every procurement in this field. A wearable breathing set is a type-certified article, and in India that certification takes the form of a manufacturer's factory-based licence rather than a certificate that can be obtained on paper. The licensee has to maintain its own suitably equipped and staffed laboratory with a calibration plan, because no recognised external laboratory holds the necessary test facility — the complete test programme is executed inside the factory during the certifying visit. For mining apparatus the position is tighter still: approval is model-specific, carries its own number, is time-limited with an explicit expiry, and is renewable only by the manufacturer. It attaches to a named apparatus model, not to whoever happens to be supplying it. What that does not mean is that only manufacturers may participate. Procuring, supplying, installing, commissioning, maintaining and testing certified sets is entirely lawful and entirely routine, and it is what Neometrix does. What no supplier may do — and what this firm does not do — is self-declare conformity, apply an approval label, or present a set as its own approved product. A supplier who is vague about that boundary is usually the one to examine closely.
Q · 02 If a good compressor is fitted, is the air breathable?
No. This is the single most common error in a breathing-air specification, and it matters because the consequence is invisible. Breathing air is defined as a numeric property of the delivered gas and is verified by measurement; it is not a property of the machine that compressed it. The Indian charging-plant standard makes the point structurally by mandating four distinct purification mechanisms as a requirement rather than an option: mechanical separation of condensed oil and water droplets; absorption of vaporous water by a desiccant; absorption of oil vapour and elimination of noxious odours by activated carbon; and conversion of carbon monoxide to respirable levels of carbon dioxide by a catalyst. Each addresses a different contaminant with a different mechanism, and none substitutes for another. Where the compressor is oil lubricated, practice adds dew-point control and a carbon monoxide alarm, precisely because carbon monoxide is odourless, colourless and gives the wearer no warning at all. The practical implication for a buyer is that the purification train, its media, its replacement interval and the schedule on which the delivered gas is actually sampled and measured all belong in the specification. A tender that names a compressor and is silent on those has not yet specified a breathing-air system.
Q · 03 A set carries a European or American approval mark — is that sufficient here?
It is useful evidence, but it is not the answer to the question usually being asked. A foreign conformity mark demonstrates that the original manufacturer took its product through that jurisdiction's type-certification regime, and those regimes are genuinely demanding — in Europe respiratory sets of this kind cannot have their conformity self-declared at all, requiring independent type-examination plus a continuing, regularly audited production arrangement, and in the United States an approval label may be used only by the applicant it was issued to. Both facts are worth knowing when assessing a manufacturer. Neither, however, establishes admissibility for supply in India. Here the binding instruments are the national apparatus standards together with their licensing regime, approval for mining use where the apparatus is destined underground, and the Statutory Authority for cylinders and their filling. A specification that cites only a foreign standard has described the pedigree of the product without yet addressing whether it may lawfully be supplied and used in its intended service. In practice the two questions should be asked separately and early, because discovering late that an otherwise excellent set lacks the domestic approval its application requires is expensive and slow to remedy.
Q · 04 How should a charging plant and cascade be sized?
Against the demand profile, including its worst case, rather than against the number of cylinders on site. The two give very different answers. Routine operation refills a predictable handful of sets on a known cycle, and almost any package will cope. The event the installation exists for is the opposite: a callout in which a team goes in, comes out, and needs immediate recharging while a second team is already committed. That draws the cascade down hard and fast, and recovery time then depends on the compressor's actual delivery rate and the bank arrangement rather than on total stored volume. So the useful questions are how many sets must be recharged within what period, how many teams may be committed simultaneously, and how long the plant may acceptably take to restore full readiness. The cascade arrangement follows — a panel piped for multiple storage banks allows the highest-pressure bank to be reserved for topping off while lower banks do the bulk transfer, which materially improves both fill time and compressor duty. Storage and filling also sit under the Statutory Authority, so the arrangement, its location and its protection are constrained by more than hydraulics. Where cylinders are filled routinely, a containment fill station belongs in the scope rather than in the options list.
Q · 05 What is the difference between closed-circuit and open-circuit sets?
They are different machines solving the same problem for very different durations, and the national standard treats them in separate parts. An open-circuit self-contained set carries compressed air, the wearer breathes it, and the exhaled breath is discharged to atmosphere. It is simple, robust and the workhorse of firefighting and industrial use, but everything exhaled is lost, so duration is bounded by cylinder capacity and working rate. A closed-circuit set instead carries compressed oxygen and recycles the wearer's breath: carbon dioxide is scrubbed out and oxygen is replenished, so the same mass of gas supports far longer duration. That is why the long-duration mining sets are closed-circuit. The engineering consequence is that its performance limits become chemical and physiological rather than merely volumetric, and the standard fixes them numerically — oxygen purity of not less than 99 per cent, and carbon dioxide in the inhaled air not exceeding 1.25 per cent by volume on average and never 1.5 per cent, throughout the working duration. Compliance is demonstrated largely by instrumented test rather than by document review: a laboratory test on a lung simulator providing sinusoidal flows, and a practical test on human wearers conducted under the supervision of a registered medical practitioner.
